The FD-249 is used when an individual is arrested for a crime. The arresting officer will take the individual's fingerprints and submit them to the FBI along with the FD-249. The FBI will then use the fingerprints to search its database for any matches. If there are matches, the FBI will provide the arresting agency with information about the individual's criminal history.
The FD-249 is also used when an individual is incarcerated. The correctional facility will take the individual's fingerprints and submit them to the FBI along with the FD-249.
