The hitch pin interferes with the rack's insertion tube. The holes do not line up.
The easy work around is to just use a 3-inch bolt with a washer on each side.
It takes just a minute when putting on the hitch and removing it. Keep dedicated wrenches with the rack and you're always good to go. As a bonus, you can tighten the nuts to add some extra stiffness.

Another alternative is to use a smaller diameter pin.
